In England, 297 independent fostering agencies (IFAs) are registered and the majority are rated as “good” by Ofsted. However, some are rated as “requiring improvement” or worse. The quality of an IFA depends on its ability to recruit, train and retain carers. This is reflected in its overall performance rating, the number of children placed and the percentage that stay with their foster carers until they reach adulthood.
There were 7,245 unplanned endings of fostered placements in 2014/15 affecting up to eight per cent of all placed children. The figure was lower for IFAs than for local authorities. Nevertheless, stability is important for looked after children and IFAs have a role to play in helping vulnerable young people unlock their potential in warm, welcoming homes.
